PURPOSE: A manufacturing method of highly moisture-absorbing resin is provided to minimize the content of residual monomers, thereby obtaining excellent physical properties.;CONSTITUTION: A manufacturing method of highly moisture-absorbing resin comprises: a step of preparing a moisture-containing gel-like polymer by thermal polymerizing or photo polymerizing a monomer composition containing a water-soluble ethylene based unsaturated monomer, and a polymerization initiator; a step of drying the moisture-containing gel-like polymer; a step of pulverizing the polymer; a step of adding a surface cross-linker to the polymer; and a step of surface cross-linking at temperature of 100-250.
