PURPOSE: A system for detecting an infrared thermal image by analyzing a frequency spectrum and a method thereof are provided to analyze frequency components about a fire candidate area of consecutive thermal images, thereby distinguishing high frequency components corresponding to dynamic features and spreading features of fire from frequency components corresponding to static errors. CONSTITUTION: A frequency spectrum mean value calculating unit(160) selects a fire candidate area when a fire candidate block is generated by a fire candidate block processing unit. The frequency spectrum mean value calculating unit calculates a frequency spectrum mean value of the same fire candidate area by N consecutive images. A fire determining unit(170) compares an alternative coefficient mean sum and the maximum high frequency coefficient mean of the frequency spectrum mean value with threshold values. The fire determining unit determines whether fire occurs.
