PURPOSE: A pipe insulator manufacturing device, a pipe insulator manufactured by the same, and a pipe insulator manufacturing method are provided to obtain a pipe insulator with superior warm-keeping and insulating performances by inserting cerak wool as well as mineral wool in the insulator.;CONSTITUTION: A pipe insulator manufacturing device comprises first and second feed rollers(100,200), first and second feed belts(110,210), a needle punching device(220), first to third moving rollers(300,310,320), and a main winding roller(400). The first feed roller supplies first insulating felt(1000) which is impregnated with cerak wool and wound with vinyl(1200). The first feed belt transfers the first insulating felt placed on the first feed roller. The second feed roller supplies second insulating felt(2000). The second feed belt transfers the second insulating felt. The need punching device punches the transferred second insulating felt by needles. The first to third moving rollers transfer the first and second insulating felts transferred by the first and second feed belts.
