PURPOSE: A film, an anti-fouling plastic, and a coating method for forming an anti-fouling coating layer are provided to enhance anti-fouling coating performance by applying a thermoplastic coating liquid.;CONSTITUTION: An anti-fouling plastic comprises a plastic base material(10), a buffer layer(30), and an anti-fouling coating layer(40). The buffer layer is formed on top of the plastic substrate. The buffer layer is formed using oxide films or nitride films. If the buffer layer is formed using the oxide film, the buffer layer is formed with one of the following: silicon dioxide(SiO2), silicon oxide(SiO), or titanium oxide(TiO2). The anti-fouling coating layer is formed on top of the buffer layer by using a thermoplastic coating liquid. The buffer layer promotes a reaction with the thermoplastic coating liquid and forms the anti-fouling coating layer on top of the plastic substrate.
