PURPOSE: A manufacturing process of a headliner base layer containing volatile organic compound(VOC) reducing materials and the headliner base layer manufactured by the same are provided to improve the quality of air in a vehicle.;CONSTITUTION: A manufacturing process of a headliner base layer containing VOC reducing materials includes the following steps: the mixed material(10) of polypropylene(11) and flax(12) is introduced into a hopper(20); the mixed material is pulverized; the pulverized product is transferred to a mixing tank(40); VOC reducing materials are sprayed to the mixed product while the pulverized product is being transferred to a feeder; and the mixture with the sprayed VOC reducing materials is supplied to the feeder.
