PURPOSE: An environmentally-friendly power generating system using solar collection and an environmentally-friendly power generating method using the same are provided to heat water with the light collected through a light collecting part and generate electricity through a generating part. CONSTITUTION: An environmentally-friendly power generating system comprises a light collecting part(10) collecting sunlight, a heat pipe(20) which vaporizes water with the collected light, a high-temperature steam generating part(30) which is installed in a pipe(100) connected to the heat pipe and heats the pipe, an environmentally-friendly heating device(110) which is connected to and heats the high-temperature steam generating part, a generating part(40) which generates electricity using the steam flowing in the pipe, a condenser(50) which liquefies the steam passing through the generating part, a first circulating pump(60) which circulates the water liquefied in the condenser, a heat exchanger(70) which heats the water circulated by the first circulating pump using the heat of the steam, a second circulating pump(65) which circulates the water passing through the heat exchanger to the heat pipe, a discharge pipe(80) which discharges a part of water passing through the heat exchanger and is installed with a valve(81) for regulating the amount of water, and a pre-heating device(91) which heats the water supplied to an inlet pipe(90) through a water supply pump(92).
