Heavy metal poor, modifiable, phosphate containing, fertilizing soil substrate and its preparation by reducing working methods of iron metallurgy and the slag melting comprises producing the soil substrate made of heavy metal-containing waste, phosphorus compounds containing materials with high mineral fractions and/or other materials containing phosphorus compounds containing materials without the addition of heavy metals, preferably without chloride-containing additives of a mineral, oxide-containing, lava-like melt flow. An independent claim is also included for a method for producing a heavy-metal-poor, modifiable, phosphate, fertilizing soil substrate comprising subjecting the heavy metal waste, phosphorus-containing compounds materials with high mineral proportions and/or other phosphorus-containing compounds materials in a coke-fired shaft melting furnace, or a shaft melting gasifier for reducing melt-metallurgical treatment, and implementing a heavy-metal-poor, non-leachable (non eluted) slag in water, which containing heavy metals in a metallic alloy and carbon monoxide, hydrogen, carbon dioxide and water containing gas furnace.
