The tools (12, 14) have surface areas whose portions are coated with protective layers. The protective layers are made of polyether ether ketone (PEEK) such that the protective layers withstand abrasive load that is caused by particles in the cement mixture, during stirring of radio active biased abrasive materials i.e. radio active waste, with cement-water mixture and concrete. Thicknesses of the protective layers lie in a range from 500-750 microns, and the tools are made of stainless steel. The tools are moved in opposite directions and arranged in a stirring container (20). An independent claim is also included for a stirring device comprising a driving apparatus.
