The device has a connection element i.e. monoblock element, formed of attachment foot (15) and a ring, and a fixing unit formed of elastic return ring (10) and a snap hook formed by a loop to be closed around a handle of a handbag. The fixing unit is directly connected to a carrying box i.e. strut, of a vehicle by the connection element. The connection element is directly fixed and screwed on the carrying box of the vehicle. The fixing unit is arranged in an indention (30) placed in a side wall (150) of a central console (100). The hook has a locking unit for locking opening of the hook.
