PROBLEM TO BE SOLVED: To provide a novel recycling technique which enables efficient production of high density/high strength concrete products at low cost while using existent ash having a high water content as a principal raw material.SOLUTION: A method for manufacturing coal ash granulated substances is configured to use a granulation plant in which a material supply system to a mixer granulator 4 is divided and isolated into three supply channels as the total of a wet material supply channel 1, a dry material supply channel 2 and a water supply channel 3, more specifically, use a granulation plant in which the material supply system to the mixer granulator 4 is divided and isolated into four supply channels as the total of a water-containing existent ash supply channel 1, a dried dry ash supply channel 24, a dried cement supply channel 20 and a water supply channel 3, wherein existent ash EC, cement C, dry ash DC and mixing water W are supplied to the mixer granulator 4 through the wet material supply channel 1, the dry material supply channel 2, the dry material supply channel 2 and the water supply channel 3, respectively, they are stirred, ground and mixed to manufacture the coal ash granulated substances G.
