PROBLEM TO BE SOLVED: To provide a primary issuing apparatus capable of facilitating secondary issuing processing.SOLUTION: In a primary issuing apparatus 40 that defines a writing area 22 for writing specifically stored information 24 in an IC chip 20 of an IC card 10, a format 11 is previously printed in the IC card 10. The primary issuing apparatus 40 includes: a format detection means 43 for detecting the format 11 printed in the IC card 10; a positional information calculation means 44 for calculating positional information 23 related to relative positions of the format 11 printed in the IC card 10 with respect to a reference position 14 on the IC card 10 based on the detected format 11; and a recording means 46 for recording the calculated positional information 23 in the IC chip 20.
