PROBLEM TO BE SOLVED: To establish consistency of electronic money between a chip side and a server side.SOLUTION: An electronic-money management device is used in an electronic-money system in which the balance of electronic money a user possesses is stored both in a storage device not under the control of the user and on a storage medium in the user's possession. The electronic-money management device includes a post-update synchronization unit. Every time the storage-device-side balance is updated based on instruction information for changing the balance, the post-update synchronization unit, via a terminal capable of accessing the storage medium in the possession of the user who possesses the balance that was updated, makes the balance on the storage medium reflect the change in the storage-device-side balance.
