PROBLEM TO BE SOLVED: To estimate levels of problems about faults whose severity levels are not defined.SOLUTION: A severity level processing unit 22 estimates the severity level of the fault whose severity level is not registered, by referring to a fault occurrence history database 21 (fault occurrence history table) based on dispersion of occurrence frequency and occurrence interval of the fault. Thereby, the severity level processing unit 22 can appropriately estimates the fault severity level (level of problem) about the fault whose severity level is not defined, based on correlation between the fault severity level and the dispersion of the occurrence frequency and the occurrence interval of the fault.
