PROBLEM TO BE SOLVED: To provide resistance to corrosion and corrosion induced fouling to a metal tube heat exchanger that is subject to a process stream at high temperatures.SOLUTION: A heat transfer component 10 heats the process stream having an inner surface and an exterior surface. The heat transfer component 10 is a tube formed from a steel composition including X, Y, and Z. The tube is the heat transfer component 10 including the following three layers: a base material layer having an arithmetic mean surface roughness of less than 40 micro inches (1.1 m); a Cr-enriched oxide layer formed on at least one of the inner surface and the exterior surface and containing Cr of 10-40 wt.%; and a surface protective layer formed on the surfaces of the Cr-enriched oxide layer including sulfide, oxide, oxysulfide or any mixture thereof.
