PROBLEM TO BE SOLVED: To provide a water-resistant and earthquake-resistant structure which solves the problems that arise when a capsule is displaced by Tsunami, such as strength against shock, buoyancy, equality between an external displacement and an internal displacement of the capsule, or the like.;SOLUTION: A structure includes outer shells 11 and 12 having a cylindrical or a polygonal cylindrical shape in the upper part and a hemispherical body in the lower part, and an inner wall 14 arranged within the outer shells and having a cylindrical or a polygonal cylindrical shape in the upper part and a hemispherical body in the lower part when the structure is drifted by Tsunami. A weight 29 made of metal or liquid is placed on the outside of the lower spherical body 12 of the outer shell so that the lower part has the center of gravity. In addition, a weight 25 made of metal or liquid is placed on the inside of the lower spherical body of the inner wall so that the lower part has the center of gravity. Further, balls or liquid is placed to fill a gap between the outer shells and the inner wall.
