PROBLEM TO BE SOLVED: To reduce a maximum value of consumed power in the whole of a power consuming facility such as a convenience store to reduce a power contract price, and to decrease fluctuation of system power load to reduce destabilizing factors in the system.SOLUTION: A fast charger (21) comprises: an equipment storage battery 22 capable of charging an external storage battery (EV40); a DC/DC converter 26 for converting an output to the equipment storage battery 22 to a current or a voltage suitable for charging the external storage battery (40); an AC/DC converter 30 capable of controlling inputted power from outside for charging the equipment storage battery 22 using an alternating-current input 10 from the outside; and controllers 28 and 36 for controlling the converters. The fast charger (21) is used to consume only a surplus power that is a difference between consumed power by equipment (14) other than the fast charger and a contract power.
