An alarm necessity determination section 220 compares the measurements received by the seismometer data receiving section 210 with the stop condition value and the deceleration condition value determined in the alarm condition table 292. When the alarm necessity determination section 220 determines that the measurements are equal to or more than the value stop condition value, an earthquake alarm transmission section 230 transmits a stop request for the train 102 to a predetermined power supply device 111.
