PROBLEM TO BE SOLVED: To surely prevent water or the like from jetting from a through-hole to a construction surface side when a long hole for shear reinforcement is erroneously penetrated in the case that a wall of a structure is in contact with the water or the like on the opposite side of a construction surface, to improve work efficiency of shear reinforcement construction and to reduce a construction cost.SOLUTION: A blocking plug 50 comprises: an inner member 51 which is formed in a tapered shape of gradually widening a diameter toward a distal end side of a through-hole 41, and to which a push-in rod 60 is freely detachably connected on the rear side; an outer member 52 which is provided so as to pressurize the inner member 51 from an outer periphery, and is radially expandable by pull-in of the inner member 51; and a plug body 53 which is attached to the distal end side of the inner member 51, is enlarged on the distal end outer side of the through-hole 41 into which insertion is performed, and is capable of blocking a distal end opening 411 of the through-hole 41. By the pull-in of the inner member 51 by retreat of the push-in rod 60, the plug body 53 is projected into the through-hole 41, the distal end opening 411 is blocked by the plug body 53, and the outer member 52 is expanded.
