PROBLEM TO BE SOLVED: To provide an emergency evacuation guidance system and the like that detect the state of visitor congestion and areas that are dangerous to pass through in the case of a disaster, allocate evacuation routes so that the concentration of evacuees on specific routes can be avoided, and present the evacuation routes to users in consideration of other users in the same groups as them.;SOLUTION: When an evacuation guidance device 11 receives information indicating the occurrence of a disaster from a disaster detection sensor 15, it determines an area of a facility in which the disaster occurs. The evacuation guidance device 11 receives the location of each terminal 3 from a location detection device 7, computes the congestion level of each area of the facility, and determines congested areas. When the evacuation guidance device 11 receives a request for evacuation guidance from a terminal 3, it decides an appropriate evacuation route considering the congested areas and the group information of the user. When any other terminal 3 in the same group as the requesting terminal 3 is in the vicinity of the requesting terminal 3, the evacuation guidance device 11 allocates the same evacuation route as the requesting terminal 3 to the vicinal terminal 3.
