PPROBLEM TO BE SOLVED: To perform fire influence evaluation for controlling the type and quantity of carry-in combustible materials in a short time. PSOLUTION: An equivalent fire time T1 is calculated from a heating value based on the type and quantity of combustible materials mainly provided in each area within a nuclear power-related plant, a difference from a refractory performance time T2 predetermined from the type and thickness of a boundary skeleton material of the area in which the combustible materials are mainly provided is determined to calculate an allowance time T3, and an equivalent fire time T4 of carry-in combustible materials is then calculated from a heating value based on the type and quantity of carry-in combustible materials to be newly carried in and used. The equivalent fire time T4 is compared with the allowance time T3. When the equivalent fire time T4 is equal to or less than the tolerance time T3, the carrying-in of combustible materials is permitted.
