PROBLEM TO BE SOLVED: To increase power per unit area of a blade of a wind power generation device.SOLUTION: The relation is used that power per unit area of a blade of a wind power generation device is directly proportional to the third power of the wind speed. In a high-rise building group, wind is collected and a central tower building 28 as a wind power generating station is provided in a central part thereof. In this wind power generating station, the wind speed is increased by a protective plate 31 and the like, and the speed of natural wind of about 3-8 m/sec can be finally increased to 50-70 m/sec. Since the power per unit area of the blade of the wind power generation device and the third power of the wind speed are directly proportional to each other, the power of the wind power generation device is increased by about 100-340 times.
