PPROBLEM TO BE SOLVED: To enhance the level of services by knowing the purpose of visit of each visitor to a store before a service is provided at a window or the like, and knowing the potential desires that the visitors have. PSOLUTION: When there is a visitor to a store, a tracking device tracks the visitor and extracts the purpose and the potential desires of the visitor from the visitor's activities according to image information obtained by means of a passenger imaging camera 5, a telephotographic camera 6, a wide-angle camera 7, an individual camera 8 and the like which are installed in the store and to tag information that a plurality of tag readers 9 installed in the store read from an ID tag carried by the visitor. The tracking device provides information to a service clerk according to the extracted purpose of the visitor. After a service is provided to the visitor and the visitor is identified, the visitor's activity history data is stored as a specified person's activity history data, to achieve later to extract a person having a predetermined desire from the activity history data accumulated.
