PPROBLEM TO BE SOLVED: To provide a device for recommending web sites by monitoring degrees of concentration, which is capable of extracting a web site to be recommended to a user. PSOLUTION: The device for recommending web sites includes: a use history storage part 01 wherein access histories to web sites are stored; a query storage part 02 wherein queries determined to be concentrated are stored; a document storage part 03 wherein documents taken in from web sites are stored; a query concentration storage part 04 wherein sets of concentrated query phrases, access destination URLs of concentrated web sites, and phase lists relating to and included in the URLs are stored; a query monitoring part 10 for monitoring the degree of concentration of a query as a retrieval keyword, which is designated by the user; a concentrated site extraction part 20 for extracting a web site to which access histories stored in the use history storage part 01 are concentrated, with respect to a concentrated query; and a ranking generation part 30 for ranking the concentrated site in a high position on the basis of the access destination URL of the concentrated web site.
