PROBLEM TO BE SOLVED: To provide a construction method of a tunnel lining structure capable of easily and inexpensively constructing the tunnel lining structure with fire resistance/heat resistance, and the tunnel lining structure.SOLUTION: The construction method of the tunnel lining structure includes a step of forming a segment ring by combining a plurality of segment members 1 while lifting the segment members 1 using grout holes 2 formed in the segment members 1, a step of inserting a bag member 3 into the grout holes 2, and a step of injecting hardening material 4 into the bag member 3 so as to let the bag member 3 to be in close contact with the internal peripheral surface of the grout holes 2, and the tunnel lining structure is constructed using the method thereof.
