PPROBLEM TO BE SOLVED: To provide a device and method for generating a moving image having image features composed therein, capable of enhancing the features of an image while maintaining the image quality of the image, and to provide a program. PSOLUTION: The device for generating the moving image having image features composed therein includes: an edge-enhanced image generation unit which generates a plurality of edge-enhanced images obtained by enhancing edges in a plurality of directions with respect to a target image of composition; a composite image generation unit which generates a plurality of composite images resulting from composing the plurality of edge-enhanced images and a source image of composition; and a composite moving image generation unit which generates a composite moving image wherein the plurality of composite images are consecutively switched and displayed.
