The electric energy generated by hydraulic power can be increased. An operation plan system (30) includes an optimum water level database (334) storing the optimum water level at the end of every month associated with the water level Hm at the start time point of every month and the inflow of one month.  The operation plan system (30) reads the water level at the start time point of every month and the optimum water level corresponding to a predicted value of the inflow out of the optimum water level database (334) and sets the read-out optimum water level as the water level at the start time point of the next month.  The operation plan system (30) acquires the water level at the current time point at the end of every month and predicted values of the inflow the next month and beyond, sets the current water level as that at the start time point of the next month, reads the optimum water levels of the next month and beyond out of the optimum water level database (334), and updates the water level plan according to the read-out optimum water levels.
