PPROBLEM TO BE SOLVED: To provide a travel controller and an electric motor vehicle which can surely stop the vehicle at incorrect detection of leaving one's seat, while improving safety by implementing control against leaving one's seat . PSOLUTION: In the travel controller provided with a speed commanding means 6 to command a target speed, a speed detector 12 to detect a vehicle speed, and a controller 11 to control a drive motor 17 so as to make the vehicle speed coincide with the target speed, the travel controller 10 is further provided with a seat-leaving detector 9 to detect whether or not an operator is not sitting on his (her) seat and a slope detector 13 to detect whether or not a track is sloped. The controller 11 controls the drive motor 17 regarding the target speed as zero when it is found that the operator is not sitting on his (her) seat and the track is sloped, and controls the motor regarding the target speed as a predetermined infinitesimal speed when it is found that the operator is not sitting on his (her) seat and that the track is not sloped.
