PPROBLEM TO BE SOLVED: To provide a transaction promotion management system, a transaction promotion management method and a transaction promotion management program for promoting member registration that allows users to receive privileges, and further promoting transactions based on the privileges to members depending on transaction statuses. PSOLUTION: A control unit 21 of a service management server 20 obtains a user's transaction history from a transaction history data storage unit 33. The control unit 21 executes a determining process as to whether there are previous transactions for which benefits and privileges are given. If the history includes previous transactions for which privileges are given, the control unit 21 of the service management server 20 uses a privilege requirement data storage unit 24 and specifies lacking requirements for receiving the benefits and privileges. The control unit 21 collates alternative requirements recorded in the privilege requirement data storage unit 24 with the transaction history and thereby executes a rearrangement process for the lacking requirements.
