PPROBLEM TO BE SOLVED: To provide an energy saving driving evaluating device and a method for evaluating energy saving driving, which give a driver an appropriate operation point determined on the basis of a utilization mode of an upper limit vehicle speed control device. PSOLUTION: The energy saving driving evaluating device 100 evaluates an operation mode of a device mounted on a vehicle on the basis of operation information thereof, the information being effective in energy saving. The energy saving driving evaluating device 100 includes acquisition means 35 for acquiring upper limit vehicle speed information indicating a set upper limit vehicle speed, from an upper limit vehicle speed control device 50 which limits the vehicle speed such that it is within the set upper limit vehicle speed.
