PPROBLEM TO BE SOLVED: To allow a project manager to learn project management capability that is more practical and efficient than before. PSOLUTION: A server 100 includes: a question and countermeasure plan registration function 204 for separating a case example of a project into a question and a countermeasure plan to register in a project information table 212, a question table 213, and a countermeasure plan table 214; a question and countermeasure plan display function 205 for displaying a question selected at random and candidates of a countermeasure plan for the question selected at random by a template table 217 to a project manager; a response result editing function 206 for determining validity of a response result including rearrangement of the candidates of the countermeasure plan in a preferential order by the project manager and reasons thereof; a response information registration function 207 for updating a question and countermeasure matrix table 215, a selection reason table 218, and the like on the basis of the response resu and a recommended lecture display function 208 for displaying recommended lectures depending on the response result from a lecture information table 219 to the project manager.
