PPROBLEM TO BE SOLVED: To provide a BML (broadcast markup language) document creating device which creates a program of independent production, on the basis of an instruction from a television receiver, without remodeling the television receiver and composes the created program of independent production with a received broadcast program, and outputting the composited program. PSOLUTION: An STB (set top box) 100 includes a communication part 111 for acquiring an address transmitted from a television 200 via an IP network; a BML data creating section 114 for executing a BML data creation program, designated by the address and creating BML data attached by a BML data creation program that differs from the BML with data creation program being executed; and an RF transmission part 118 for compositng the created BML data with the broadcast wave received and supplies the television 200 with the composited data.
