PPROBLEM TO BE SOLVED: To provide a soil improving agent preventing diffusion of hazardous substances in soil, and capable of being decomposed and removed. PSOLUTION: An aqueous solution containing vinegar and calcium chloride is added to a powder containing artificial zeolite, fly ash, and slaked lime to adjust the pH to 9.5-12.
