PROBLEM TO BE SOLVED: To provide a photovoltaic generation potential evaluation device and photovoltaic generation potential evaluation program by solving conventional problems, that is, by conducting quantitative evaluation based on numeric information indicating the state of a cultivation abandoned site, by accurately extracting a cultivation abandoned site suitable for the installation of a photovoltaic generation facility, and also evaluating the photovoltaic generation potential of the extracted cultivation abandoned site.SOLUTION: A photovoltaic generation potential evaluation device according to the present invention comprises: surface layer model storing means; earth surface model storing means; abandoned section area storing means; covered object height calculation means; statistical processing means; statistic value collation means; candidate side categorizing means; and potential evaluation means. Of the means, the statistic value collation means compares a height threshold and the average value of the covered object heights, and further compares a standard deviation threshold value and the standard deviation of the covered object heights. The candidate site categorizing means categorizes the abandoned section area as a candidate site or a non-candidate site based on the result of the collation made by the statistic value collation means.
