PROBLEM TO BE SOLVED: To provide a technique that determines whether permitting or rejecting a temporary use of a parking space, which becomes vacant because a registration vehicle has left, or parking of a vehicle therein, by effectively utilizing GPS information and OBD information.;SOLUTION: A device calculates a time-of-arrival to the parking lot, which is an estimated time required till the registration vehicle arrives at the parking lot, based on the location information of the parking lot and that of the registration vehicle included in the GPS information. The registration vehicles that have left are divided into a plurality of groups depending on the time-of-arrival to the parking lot. A space securing time, which is an estimation time till the number of parking spaces equivalent to the registration vehicles included in the group becomes vacant newly in the parking lot, is found each group using a leaving rate. When the space securing time is shorter than a representative time-of-arrival to the parking lot of the group in at least one group, the vehicle for the temporary use is prohibited to enter the parking lot.;COPYRIGHT: (C)2010,JPO&INPIT
