By using a titanium alloy scrap and a titanium alloy ingot as raw materials, a titanium alloy powder having excellent quality, a titanium alloy material, and a method for producing the same are provided by a powder method. Titanium alloy raw material is hydrogenated to form titanium hydride alloy, and titanium alloy powder is obtained by adding one or more of copper powder, chromium powder or iron powder to titanium alloy powder obtained by pulverization, sieving and dehydrogenation. A production method for obtaining a composite powder and obtaining a titanium alloy material that has been densified by HIP treatment after CIP treatment or encapsulated titanium alloy composite powder by HIP treatment. Moreover, the titanium alloy composite powder and titanium alloy material obtained by this manufacturing method.
