PPROBLEM TO BE SOLVED: To stably track a target image that varies in the way it appears. PSOLUTION: When image data is inputted from an image input means 1c and stored in a target image storage means 1a, a target position detection means 1d detects the position of a target according to the image correlation between the target image and a reference image stored in a reference image storage means 1b. Next, a reference image candidate area setting means 1e sets a plurality of reference image candidate areas around the position of the target. An autocorrelation value distribution calculation means 1f calculates an autocorrelation value distribution for a surrounding area containing the position of the target, while using an image of each reference image candidate area as a reference image candidate. A peak evaluation means 1g extracts the peak of the autocorrelation value distribution for each reference image candidate, and evaluates the sharpness of the peak. A reference image selection means 1h selects the reference image candidate that has received the highest evaluation as a reference image, which is then stored in the reference image storage means 1b.
