The invention relates to metallurgy and concerns composition for direct alloying steel with manganese. The composition comprises by weight. %: silicon-metal - 5,0-12,0, metallic aluminum - 3.0-15.0, oxides of alkali metals, oxides of potassium and sodium - 1.0-5.0, alumina - 3,0-15,0, oxides of calcium, magnesium and iron - 5.0-15.0, manganese oxides is the rest. Further objects of the invention is a process of basic oxygen steelmaking method for steel smelting in an electric arc furnace, the method for out of furnace steel treatment at the plants such as "ladle-furnace". The invention improves the efficiency of the melt treatment.
