Disclosed are a nano Pd catalyst for the preparation of an oxalate by gas phase CO oxidative coupling in the production of ethylene glycol from coal, and a preparation process and the use thereof. The catalyst comprises α-alumina as a carrier, and noble metal Pd nano particles as an active component, with the content of the active component Pd being 0.05-2% by weight, based on the weight of the catalyst carrier. The catalyst is prepared by in-situ loading of a nano metal. The preparation process is simple in procedure, has low energy consumption and can precisely control the size and exposed crystal plane of the nano Pd particles. The catalyst obtained thereby, the exposed crystal plane thereof being mainly (111) plane, has a highly dispersed active component Pd, a small size and narrow distribution and can highly effectively catalyze the production of the oxalate by gas phase CO oxidative coupling at a lower loading of a noble metal.
