A highway information release system, method and device, and a highway information processing device, capable of improving the coverage and accuracy of highway information release. The system comprises: a map database (101), a UE information reading module (102), a location information processing module (103) and a traffic information release module (104). The map database (101) stores highway information and information of communications cells around each highway; the UE information reading module (102) reads, according to communications cell identifiers stored in the map database (101), UE information in a corresponding communications cell from a mobile communications network; the location information processing module (103) determines a location of a UE according to UE information in the communication cells, and determines, according to the location information of the UE and the highway information, information of UEs in vehicles traveling on each highway; the traffic information release module (104) issues, according to the information of UEs in the vehicles traveling on each highway, traffic information related to a highway to the UEs in the vehicles traveling on said highway.
