This invention collects from the Web and so forth information pertaining to a specific field, such as information on the uses of substances subject to regulation, and provides research-targeted documents that can be efficiently researched while covering all the information. Therefore, a range of descriptions of the uses of substances subject to regulation is extracted as a use description range from document information acquired from the Web on the basis of search words. Next, use information pertaining to substances subject to regulation is extracted from the use description range on the basis of use terminology dictionary information for managing keywords pertaining to the uses of substances subject to regulation. Thereafter, a document set providing a combination of a minimum number of documents covering all the use information included in all the documents is extracted as recommended documents from the document information acquired from the Web on the basis of the search words. Lastly, the extracted use information and recommended documents are displayed.
