PURPOSE: An automatic rainfall amount or water level alarm device and method are provided to prepare for the generation outrage of communication by using CDMA(code division multiple access) communications when an error is generated in VHF(very high frequency) communications. CONSTITUTION: An automatic rainfall amount or water level alarm device comprises a rainfall amount station(100), a control station(300), an alarm station(400), and a monitoring station(500). The rainfall amount station observes amount of rainfall and transmits a rainfall value to the control station in the request of the control station. The rainfall amount station transmits an alarm event signal to the control station when the rainfall value is greater than or equal to a set reference value. The control station transmits a rainfall value request signal every constant time and receives the rainfall value or the alarm event signal and transmits an alarm notice signal to the control station. The control station receives the alarm notice signal and outputs an alarm message according to the alarm notice signal. The monitoring station is connected to the control station and monitors the control station and instructs a warning command or an announcement command.
