PURPOSE: A telephone ringtone volume control device for adapting surrounding noise by using an auditory recognition masking property and a method thereof are provided to estimate energy density of the surrounding noise and to reproduce a ringtone signal with the auditory recognition masking property by adjusting the ringtone signal to an adaptive size of the surrounding noise. CONSTITUTION: A surrounding noise masking processing device(105) masks surrounding noise of a ringtone signal, which is reproduced in a next time frame, by adjusting energy density of estimated surrounding noise. A ringtone signal generation device(106) generates a ringtone signal, which is adjusted to an adaptable size of the surrounding noise, by converting the ringtone signal into a time domain signal. A ringtone generator(107) reproduces the generated ringtone signal.
