PURPOSE: A pulverizing mill for preventing the fire and a coal combusting system are provided to prevent the fire from generating by suppressing the contact with the air and coal through continuously injecting the inert gas such as the nitrogen and the carbon dioxide into the pulverizing mill when pulverizing the coal.;CONSTITUTION: A pulverizing mill (210) for preventing the fire comprises a coal supply unit (310), a bowl (330), a plurality of rollers, and an inert gas inlet pipe (360). The rollers pulverize the coal settled in the bowl. The inert gas inlet pipe induces the inert gas for pulverizing the coal and is equipped to directly spray the inert gas to an empty space between the roller and the bowl.
