The present invention is intended for inducing tissue regeneration by modifying a bioactive factor to an organic-inorganic hybrid membrane in which a biopolymer and a silica xerogel are combined to induce excellent tissue regeneration. Provided are a biopolymer / silica zero gel organic-inorganic composite shielding membrane and a method of manufacturing the same. The present invention can provide a very excellent biomedical organic-inorganic composite shielding membrane which can lead to excellent adhesion of the bioactive factors and thereby improved tissue regeneration effect without a separate physical and chemical treatment at room temperature.
