An energy-efficient mobile complex for the disposal of waste wooden sleepers and the production of active charcoal using low-temperature plasma, located on a platform car, including a mechanical cleaning unit for the surface of sleepers, a chipper for crushing sleepers, a conveyor, a reactor with a furnace, an installation for crushing charcoal, a chamber activation of coal, a gas cleaning unit, a container with water, characterized in that the mobile complex located on a railway platform car includes: - a reactor with a removable retort, combined with a firebox using gas channels, with the possibility of drying and heating the sleeper mass in the reactor after account of the heat of flue gases that are formed in the furnace during the combustion of pyrolysis gases and gases of charcoal activation, directed by gas compressors; - the reactor cover, combined with the steam generator and connected through a removable chimney segment with a heat-insulated chimney duct consisting of a chimney, d a smoke exhauster and a plasma gas cleaning unit, the cleaning of flue gases in which is carried out by the thermal method due to the injection of low-temperature plasma into the smoke duct; - gas compressors; - lifting mechanism; - a container for collecting crushed coal; - a charcoal activation chamber, with the possibility of coal activation by water vapor obtained in a steam generator, during the preliminary treatment of coal with low-temperature plasma generated by an arc plasmatron; - the power supply of the complex is carried out from a diesel generator or a stationary power grid.
