FIELD: construction.;SUBSTANCE: complex comprises an ice-resistant support base, made of water-displacing sections, and a superstructure mounted on the support base as capable of vertical displacement along support pillars arranged in the form of an autonomous self-rising floating drilling rig, comprising a body, support pillars with a mechanism of rising and a drilling tower. The support base is made as composite of the support and ice-breaking parts, besides, the ice-breaking part is made as capable of placement and joining with the upper part of the support part of the base under the bottom of the self-rising floating drilling rig installed on the support part. The rig body is installed as resting along the perimetre onto the ice-breaking part of the base for provision of minimum body sagging in its middle part. The method includes manufacturing, transportation and installation of an ice-breaking drilling complex for developing a shallow continental shelf.;EFFECT: higher reliability and safety of complex design and method of its establishment.;4 cl, 7 dwg
