The electric motor (1) or generator has electromagnets (7) or permanent magnets, which are attached to a rotor (2) or a double disk-shaped stator (3). Air gap between the rotor and the stator and diameter of the rotor and the stator are changeable by a controlled radial movement of the magnets. A small gear box is installed in an inner region of the electric motor or generator for retracting the magnets closer to a rotational axis or for extending the magnets away from the rotational axis such that change in the diameter of the rotor is realized.
