The heat cost allocator (12) attached to radiator (10) measures the heat consumption of radiator. The heat cost allocator is provided with hazard detector (14) such as gas fire or smoke detectors which is arranged in housing. A common radio communication unit transmits the data regarding heat consumption of radiator to hazard detector.
