The device has a bilateral lever (1) rotatably mounted in a lever bearing (2). An active force application point (3) for coupling of a load mass stack (5) i.e. chain mass stack, is provided at both sides of the lever. The sides of the lever comprise another active force application point for coupling of a supplementary load mass stack, whose spacing from the lever bearing is different from spacing of the former force application point to the lever bearing. The mass stacks are equal and unequal combination of individual load masses (4) i.e. standard weights. An independent claim is also included for a method for realization of a discrete, static rotational torque in a rotational torque standard measuring device.
