The device has a tensioner body (1) provided with axially opposite through-holes (3), and a hub (2) mounted in one of the holes for winding an elongated element, where each hole has a shape of locking tooth along a fraction of perimeter. The hub has diametrically opposite longitudinal protrusions (20), each being engaged with the tooth turn by turn for opposing rotation of the hub in an unwinding direction of the element. The protrusions extend from an end to another end of the hub. The hub has an oblong diametrical through-slot (21) between the protrusions to receive an end of the element. An independent claim is also included for a culture installation of soil free plants.
